Areas of Specialization: Public Policy, The Presidency, and Legislative Behavior

Professor Shull retired from the University of New Orleans after 2005. He moved to Ohio, where he taught for two years as Visiting Professor at Ohio State University. In the Fall of 2007, he was a Fulbright Senior Scholar in Oslo, Norway. He then moved to Venice, Florida where he is involved in numerous volunteer activities: Gulf Coast Community Foundation, Chamber of Commerce of Venice, Take Stock in Children (mentoring at risk junior high student), tutoring an ESL student at the Venice public library, the rules committee of the Venetian Golf and River Club Master Association (vice chair) as well as the Capella condominium association (vice president).

He is the author of over 125 publications, including Policy by Other Means, Explaining Congressional-Presidential Relations; Presidential-Congressional Relations: Policy and Time Approaches; A Kinder, Gentler Racism?; American Civil Rights Policy From Truman To Clinton; The President And Congress; Congress And The President;The President And Civil Rights Policy; Interrelated Concepts in Policy Research; President Policy-Making; Domestic Policy Formation; and is editor or co-editor of six volumes including, Presidential Policymaking and The Two Presidencies. His articles have appeared in Congress and the Presidency, the Journal Of Politics, Western Political Quarterly, Social Science Quarterly, Political Research Quarterly, American Politics Quarterly, Policy Studies Journal, Policy Studies Review,Social Science Journal, Legislative Studies Quarterly, Presidential Studies Quarterly, Journal of Public Policy, Review of Policy Research and other journal and books.

He has served on three journal editorial boards and was Fulbright Professor at the Chinese University of Hong Kong (fall 1985) and the University of Innsbruck (Austria, fall 2001). He edited a series of books for Garland Publishing Inc. on Politics And Policy In American Institutions. He won the University-wide career achievement award for excellence in research in 1986.
