Manager of Training, Development, Performance Management and Special Projects

POSITION SUMMARY: Manage the development and administration of the employee training and development programs, performance management and special projects and programs of the Office of Human Resource Management.

RESPONSIBILITIES: Under general guidance from the Director, develops and oversees all training and development programs and seminars as required.  Employee training programs include, but are not limited to mandated training requirements of State Civil Service, System Office, University, and other governmental agencies.  Develops, monitors and updates training programs, policies, procedures and practices as appropriate.  Ensures compliance with the University, System Office, federal, state and other governmental regulations and policies in the administration of all training and development programs.  Works with university departments to assess training needs and requirements.  Coordinates training classes and seminars for faculty and staff as necessary.

Assists the Director with the HRM Strategic Plan; establishes and implements organizational goals, objectives, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and recommends and effects changes required for improvement.

Creates, reviews and evaluates policies and procedures related to all aspects of the Office of Human Resource Management.  Meets with various departments and coordinates with other HRM Managers to ensure policies and procedures provide for best practices.

Manages the Employee Performance Plans for classified and unclassified staff, ensuring compliance with University policy and procedures.  Creates, reviews, evaluates and updates policies and procedures necessary to ensure compliance with SACS, State Civil Service, System Office, University, and other governmental agencies.  Trains managers and supervisors in proper performance evaluation techniques.  Meets with managers/supervisors regarding low performing employees.  Tracks, monitors and analyzes performance evaluations to assess department and employee needs for performance improvement to ensure a well trained and educated staff.

Manages HR-IT/PeopleSoft projects including but not limited to:  Security Access for University Staff; coordinates upgrades and fixes; creates, modifies and analyzes PeopleSoft queries to provide data as requested by the Director of HRM.

Reviews and discusses with the Director audit findings from the Office of Internal Audit, UL System Auditors, Legislative Auditors, Civil Service Auditors, etc. pertaining to HRM; prepares responses and recommendations for the Director accordingly.

Manages the HRM budget and makes necessary recommendations to the Director for changes.  Assess future needs of the HRM Office and prepare annual budget projections.  Evaluates HRM Staff needs and ensure necessary equipment for successful operation.

Manages Special Projects and Programs such as the Annual Service Awards and other projects and programs as implemented by the Director.

REQUIRED QUALIFICATIONS:  Bachelor's degree plus two years of professional human resource experience in all areas of HR including experience in a state or governmental entity with a successful progressive record.  Ability to work with minimal supervision, have excellent communication, interpersonal and organizational skills.  Must be proficient with MS Windows software (including Word, Excel and Power Point).  Six years of progressive professional experience in an HRM office may be substituted for the bachelor's degree.

DESIRED QUALIFICATIONS: Bachelor's degree in Human Resources, Business Administration or related field.  Additional professional experience in a higher education human resource management office and knowledge of training programs.
