2011-2012 TOPS Awards:

Tuition Opportunity Program for Students (TOPS)

If you are a new student and are eligible for TOPS and the award does not appear on Webstar or on your FEE Bill, then it is possible that we are waiting on confirmation of your eligibility from the Louisiana Office of Student Financial Assistance (LOSFA).  The Office of Student Financial Aid receives updated eligibility rosters from LOSFA on a weekly basis. You may view your eligibility on LOSFA's website at www.osfa.la.gov.

If you have received notice from LOSFA that you are eligible and you have not registered for classes, you should register for classes as soon as possible and also notify the Office of Student Financial Aid at finaid@uno.edu that TOPS has sent you a notice of eligibility.

If you are a Transfer student and you are TOPS eligible, you should register for classes and notify the financial aid office at finaid@uno.edu  if your TOPS award is not posted.

Exemptions/Awards Available:

  • Air Force ROTC Scholarship
  • Child Deceased/Disabled Exemptions for veterans, policemen and firemen killed or injured in the line of duty are available. 
  • Community Police Exemption
  • LA National Guard
  • Hardship Waivers
    • Hardship waivers are available to assist students during the 2011-2012 academic year who may have difficulty paying tuition and fee increases. Students receiving the waiver must meet the following criteria:
      • Classified as Louisiana resident for purposes of tuition and fee assessment.
      • Making academic progress based on the Satisfactory Academic Progress Policy for students receiving federal financial aid.
      • Enrolled as a fulltime undergraduate student  (by the last date to add/drop) during the semester for which the waiver is granted.
      • Priority consideration will be given to students if their Pell Grant does not pay the total amount of tuition and fees in full. The student must have a FAFSA on file in the Financial Aid Office with a EFC 800 to 2000 and the student must also have extenuating circumstance (eg. loss of job, death, abandonment (criteria determined by the Department of Education)) which caused unusually high expenses.
      • Do not receive the benefit of tuition assistance through state, institutional, Federal (other than Pell) or other similar programs such as the Tuition Opportunity Programs for Students (TOPS), Board of Supervisors, National Guard, Vocational Rehabilitaion and other such programs.
      • Cost of tuition and fees for graduate students must be greater than the amount received from subsidized, unsubsidized loans and all other types of financial assistance and scholarships. The student must also have extenuating circumstance (eg. loss of job, death, abandonment (criteria determined by the Department of Education)) which caused unusually high expenses.
      • Do not receive the benefit of tuition assistance through state, institutional and federal programs such as Graduate Assistanships, Graduate School Scholarships, Board of Regents Fellowships, Employee Exemptions and any other such programs.
      • Hardship waiver is $120 a semester/$240 a year.
