James E. Payne, Ph.D., Provost and Vice President for Academic Affairs at the University of New Orleans, previous to his current administrative appointment of Provost served as Regional Vice Chancellor for Academic Affairs and Research at the University of South Florida Polytechnic as part of the University of South Florida System. From 2009 to 2011, Dr. Payne was Interim Dean of the College of Arts and Sciences and from 2003 to 2009 as Chair of the Department of Economics, both at Illinois State University. Prior to his administrative appointments, Dr. Payne held tenure-track academic positions at Oakland University (1989-1992) and Eastern Kentucky University (1992-2003) as well as visiting appointments at the University of Southern Mississippi (1988-1989), Economics Institute (Summer 1994), and the University of Kentucky (1999-2000). Dr. Payne has also been a Fulbright Research Scholar (2000) and Fulbright Senior Specialist (2007) to the Institute of Economics in Zagreb, Croatia. Dr. Payne received his B.A. in Economics from Berea College (1985) and M.S. (1987) and Ph.D. (1989) degrees in Economics from Florida State University.

Dr. Payne has been recognized nationally and internationally for his research productivity. Dr. Payne continues to pursue an active research agenda having published over 200 articles in economics and finance in such outlets as the Review of Economics and Statistics, Canadian Journal of Economics, Southern Economic Journal, Economics Letters, Journal of Macroeconomics, Journal of Regional Science, The Manchester School, European Journal of Political Economy, Defense Economics, Economic Modelling, Public Choice, Public Finance Review, Managerial and Decision Economics, Journal of Real Estate Finance and Economics, Journal of Risk and Insurance, Journal of Real Estate Research, Journal of Financial Research, Applied Financial Economics, Energy Economics, and Ecological Economics. In addition, Dr. Payne serves as Editor-in-Chief of the Journal of Economics and Finance as well as an editorial board member of over a dozen academic journals.

Dr. Payne’s research has been funded through grants and fellowships from the J. William Fulbright Foreign Scholarship and the Council for International Exchange of Scholars, Woodrow Wilson International Center for Scholars, American Institute for Economic Research, Government of Canada, Kentucky Cabinet for Economic Development, Kentucky Military Affairs Commission, Kentucky Justice Cabinet, and the Illinois Department of Commerce and Economic Opportunity.
